FHA streamlines financing for affordable housing projects

Published Friday, November 6, 2026

The Federal Housing Administration (FHA) on Nov. 2 announced a new Express Lane to accelerate loan reviews and closings for apartment developments financed through Low-Income Housing Tax Credits. The streamlined process applies to new construction loans insured under FHA’s Section 221(d)(4) multifamily program and sets a 30-day target for loan commitment decisions. The initiative expands an earlier pilot by removing project-size limits and allowing projects financed with tax-exempt bonds to participate. Standard FHA underwriting requirements remain in place, and eligible projects must be led by experienced Low-Income Housing Tax Credit (LIHTC) developers with strong financial track records. Developments receiving project-based Section 8 rental assistance are excluded. FHA said the changes are intended to reduce regulatory burdens and speed construction of affordable rental housing.
