Chesco’s Whole Home Repairs Program to end

Published Friday, November 6, 2026

Chester County’s Whole Home Repairs Program (WHRP) will conclude on Dec. 31, when American Rescue Plan Act funding expires. Nearly 200 homeowners have benefited from repairs through WHRP since it launched in 2023. The Chester County Department of Community Development administers the WHRP through contracts with several partner organizations. Funds for further housing repair initiatives are awaiting federal approval after the 21st Century ROAD to Housing Act passed and became federal law in July; it addresses housing supply, affordability and regulatory reform. Dolores Colligan, director of the Department of Community Development, said, “The WHRP repaired more homes than we originally expected, demonstrating the program’s success. Still, more residents applied for assistance than we could help, so the need for essential home repairs remains great.” Homeowners who need essential repairs can find a list of other resources on the county website.
