Report calls Upper Pottsgrove’s budget unsustainable

Published Friday, October 30, 2026

A Transcend Finance review presented by Township Manager Joseph Geib on Oct. 19 found that Upper Pottsgrove’s recurring revenues have not covered its recurring expenses for five years, with gaps closed by one-time sources, including interest on the $9.48 million left from the 2021 sewer sale and open space fund repayments, both of which are ending. The report also found that adopted budgets are not followed, and noted that $500,000 of the money earmarked for a new municipal building was moved to operating costs in December 2025. The report recommended adopting a structurally balanced budget, a fund balance policy, separate capital accounting and a timetable to close the gap. Geib said the township is stable, while Commissioners Chairman Al Leach pointed to clean audits but warned the 2026 budget looks balanced only because of about $553,600 in temporary money. Former commissioner Don Read defended the prior board and argued the report is meant to justify a tax increase of as much as 38%, questioning why residents should pay more when the township is debt-free with substantial cash. The draft 2027 budget is expected in early November.
