Chester City will begin enforcing its lead safety ordinance on Jan. 1, 2027, requiring landlords to obtain lead-safe certifications based on dust sampling conducted by EPA-certified technicians and submit them to the city’s licensing and inspection department to renew rental licenses. Properties that fail to qualify for certification will require a lead inspection risk assessment by a certified assessor. The city’s Lead Safe & Healthy Homes Program may cover the cost of the assessment, lead abatement and related costs for eligible households, based on occupant income and landlord participation. The city will hold a public program kickoff on Monday, Oct. 26, from 3 to 7 p.m. in the City Hall Community Room. A list of PA certified Lead Inspection Risk Assessors can be found on the state website.
