Philadelphia Mayor Cherelle Parker’s H.O.M.E. initiative has helped build or preserve more than 16,000 homes since 2024, putting the administration more than halfway toward its goal of 30,000 homes. More than 70% of the total comes from preservation programs, including the city’s Basic Systems Repair Program, while 4,670 new homes have been built. The $2 billion initiative encompasses about 30 programs serving households earning up to 120% of area median income. The administration is preparing its first quarterly report to city council and has spent about one-third of the initiative’s first-year budget. Upcoming efforts include a proposed property-tax abatement for developers converting underused properties to housing and a $10 million initiative to establish up to five modular-home factories in Philadelphia.
