Conshohocken residents to vote on home rule charter study

Conshohocken voters will decide in the Nov. 3 election whether to create a seven-member government study commission to examine whether the borough should adopt a home rule charter and, if appropriate, draft one for voter approval. The nonpartisan effort, organized by resident Carol Smith and supported by nearly a dozen residents who gathered more than 200 petition signatures, grew out of the borough’s 2021 proposal to sell its sewer authority. It aims to provide greater protection for public utilities along with more transparency, accountability and resident input in local government. If approved, the commission would spend a year studying Conshohocken’s current government structure, holding public hearings and gathering resident feedback before recommending whether to pursue home rule. Any proposed charter would then require approval by voters in a separate referendum, meaning the process could take considerable time.
