East Greenville approves factory conversion to apartments

East Greenville Borough Council voted to let Green Tree Contracting LLC convert the former Dimming Cigar Company factory at 241 Jefferson St. into 12 one- and two-bedroom apartments with 21 parking spaces. The developer's attorney had offered to cut the project from 16 units to 12 in exchange for the waiver of a $30,000 fee in lieu of recreation, saying the project would revert to 16 apartments if it were denied. Council Vice President John Dingler moved to waive the fee in lieu of recreation and the approval passed. Owner Steven Laphen said the waiver helps make the project profitable and that historic-designation requirements, including a $250,000 window cost, are driving up expenses. Two neighboring property owners voiced support for the smaller plan, citing parking and traffic concerns.
