City council turns to trash, taxes and arena plans

Philadelphia City Council has several unresolved issues from the spring budget process, including long-term funding for the School District of Philadelphia, waste disposal, business taxes and a proposed South Philadelphia arena. Council approved a $7.1 billion city budget in June after rejecting several tax proposals from Mayor Cherelle Parker, including a $1-per-ride fee on rideshare companies, while questions remain about how the city will provide recurring funding for the school district. Council is expected to consider the Parker administration’s proposed four-year waste contracts, including a contract with Reworld, which operates the Chester City waste-to-energy facility that handles about one-third of Philadelphia’s trash. Council may also begin considering legislation related to a proposed 76ers and Flyers arena at the South Philadelphia sports complex, although Council President Kenyatta Johnson said no zoning legislation has yet been scheduled for introduction.
