During a community meeting in Callowhill, city representatives said no existing city department or nonprofit is well-positioned to manage the future park, prompting discussions about a special assessment district that could generate between $1.3 million and $3.8 million annually for upkeep. The proposal remains preliminary, with no formal district or assessment plan in place. The discussion comes as the city advances final design work for the project after securing $12.5 million in funding, despite the loss of approximately $150 million in previously awarded federal construction funding.
