School districts have started working on their 2022-2023 budgets. They are limited in how much they can raise taxes by state law -- namely, Act 1 of 2006.

The Act 1 Index sets a maximum tax increase for each school district, each year. However, a district can raise its tax rate above the index by two methods:

  1. Getting voters' permission directly through a referendum in the primary election.
  2. Requesting permission from the Department of Education. This is called a referendum exception, and it is only allowed for four reasons.

For example: Kennett Consolidated School District in Chester County has an index of 3.4%. The Kennett school board can't raise taxes more than 3.4% without a referendum or a referendum exception approved by DOE.
